Vessel Registration

All vessels operating in Papua New Guinea waters must be registered with the NMSA Ships Registry. Registration ensures vessels meet safety standards and are properly documented under PNG law.

Types of Registration

  • PNG Flag Registration — For vessels flying the PNG flag on international voyages
  • Domestic Registration — For vessels operating solely within PNG waters
  • Small Craft Registration — For vessels under 12 metres in length

Registration Requirements

  1. Completed registration application form
  2. Proof of ownership (bill of sale, builder’s certificate)
  3. Vessel survey certificate (from NMSA-approved surveyor)
  4. Vessel safety equipment certificate
  5. Radio licence (where applicable)
  6. Payment of registration fee

Ship Surveys & Inspections

NMSA conducts mandatory surveys on all registered vessels to ensure ongoing compliance with safety standards.

Port State Control

NMSA conducts Port State Control (PSC) inspections on foreign-flagged vessels visiting PNG ports to verify compliance with international conventions. Vessels found deficient may be detained until deficiencies are rectified.

Flag State Control

As the flag state authority, NMSA ensures that PNG-flagged vessels comply with all applicable national and international regulations wherever they operate.

Insurance Requirements

All registered vessels must carry appropriate maritime insurance, including Protection and Indemnity (P&I) coverage and hull insurance. NMSA may request evidence of valid insurance during surveys and inspections.
